Applies to: ~~Level 0, Level 1, Level 2, Level 3, Level 4, Level 5, OMNI~~ to FP, EC

+	Major roles including the Ethics Committee and the 05 council are authorized to spectate tests. Personnel hosting the test could approve others without these roles to spectate as well.
